It's the ball valve and float that stops the water running in the top of the cylinder - the cold water cistern - if the water is still running into the cold water cistern, when the ball valve is at the top, then the ball valve isn't working. The water in the top can't keep filling up the cylinder, once it's full then it's full. The overflow comes down from the ceiling, is joined by one from the cold fortic tank and goes out the wall. Whilst the water level half covers the cold fortic overflow, no water is flowing out.
